Hey, I'm looking for someone to do some graphic design work for me on photoshop. The work is short and simple, but it needs to be done as soon as possible. I'm wondering where should I go to find a cheap, photoshop designer or if I could find one here?
odesk or freelancer websites there's plenty of photoshop people. be sure to check out their portfolios and reviews first, only use highly reviewed people. only use the hourly rates on odesk, if it's a fixed rate I think you don't have any dispute mechanisms if there's a problem.
You could find one here but you need to go to the Buy, Sell and Trade area for that. If not, do a quick google search. There are many affordable companies or individuals that would be willing to take on your work at reasonable rates of pay.
Go to odesk. I've outsourced a lot of jobs there over the past 2 years, and I must say they have a good pool of freelancers. It might take some time to find the right one for your job, but I'm sure you'll find your guy/gal there.

I agree with odesk & fiverr. I've used them several times for easy & quick jobs. But like mentioned above, be sure to check reviews and portfolios! Good hunting!
I used fiverr.com and a guy called 'Nisha'. I have got him to do a lot of art work for me, he's very fast and for $5 a time, it's very cheap.
