Actually anyone with a credit card can use Paypal. You might not be able to withdraw your money to your card, but you can definitely buy things with it.
Check this list out https://www.paypal.com/us/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside and see if your country is listed in the Send/Receive category and if so, you can use paypal as a payment platform. You can earn through payment by making your customers pays you through it.

Sadly, although Mozambique is supported, it is in the SEND ONLY country list. It basically means you can only spend on Paypal and not earn any income through it. So you basically cannot get paid at all through Paypal.

As well like in above (inside "" ) you can give message to moderator if you don't know if you are doing right or wrong in the forum. And if you have done wrong then you will get infraction and 10 infraction will banned you and can never be lifted if you do serious mistake. just my 2 cents (just posing like seniour members of DP)
Use money bookers, like i do.It's my best option.. Or go against paypal law and create account in the name of USA.(never wanted to say but it's the problem for such countries )
If you take this option, you will find one day your account limited and you will not have access to your earnings. I've not tried but http://www.alertpay.com sounds like a very good alternative. It is pretty much close to what Paypal can offer.
