I have had good success with Dreamstime. They offer a lot of photos free. I am surprised it wasn't mentioned above. Although after reading this thread I am going to be sure to check out some of the other sites mentioned.
I highly recommend fotolia, the quality of their photos is incredible, me as a designer can assure you they have great quality.
I'm using istockphoto too and am very pleased with them so far. They've increased their prices since when I first started using them, but the photo collection is decent and overall I'm pleased with it.

Do NOT use istockphoto or Fotolia - they pay their contributors the lowest commissions of all the microstock sites (as low as 15% - ugh). Their images aren't any cheaper than places like shutterstock or dreamstime, yet they are greedy bastards and keep more of the royalties for themselves.
I like Dreamstime too. I usually check sxc.hu first though to see if there's a free picture that I can use.
Looks like istockphoto and fotolia are the most recommended. I also highly suggest these two awesome resources.
