    Hi Everyone

I know this may be a hard one. But where can I purchase domains that have expired, yet had a good PR and search engine ranking. Also I don't want to spend a lot of money, maybe the most $50-$60.

    Thanks

You can almost be sure that you won't find a domain - with no content - that has "a good PR and search engine ranking"...

Instead, you should search for an established site for sale.

if PR check isn't so important, check dotcenter for a useful dropped domain database :)

Freshdrop.net is a good source to find expired names.
Your best bet will most likely be TDNAM.com to buy expired names, although like the others said, most names will lose search engine ranking pretty quickly. Google wants their index to be filled with relevant results.
