PPC can prove to be a great option but since you have ruled that out, seems like a budget constraint to me. You can opt for email marketing and send e-newsletters to a good email list. Having ad banners is another good option. Also, if there are some budget constraints, you may as well try doing some SEO and count on the organic traffic from search engines.
