I see. By "international domain" you mean a "generic top-level domain", and you do not mean domains from countries other than your country.
lol! the domain is not free in that case! Its price is included in the hosting fee, that's why the ask you to buy full year of hosting.

Gandi.net gave away 10k domains in March, it was their 10th birthday. I managed to get 2 domains - .co.uk & .me.uk [since these are regd. for minimum 2 yrs, so I got both my domains for 2 yrs period] However, those who registered .com/net etc. they got for 1 yr period. I found out in Twitter, Gandi.net was giving away so many domains. So, take a look around, some reputed sellers give away free domains on certain occasions.
You can get free domains at Co.cc. If you are willing to spend 7-8 dollars then you will get a .COM domain which can be use as professional.
I think co.cc was mentioned earlier. A co.cc domain is in exchange for the sweat equity of performing a mandatory task such as filling out a survey.
Yes, .co.cc domains are free at the moment i believe, as well as .tk ones. There was a giveaway at Gandi, but alas, it's over now.
