you coudl start by the services sections of this forum, alot of people looking for web desing work, you coudl call local business, put ads in local newspapers.

if I was you i would target to a more local community, you can talk to your client face to face, you can make more money aswell offline then online webdesign.

They come to you but for them to come to you you have to build a reputation

    Freelancing is the way ....

I'd say 95% of our design clients come from the local region, we advertise in local newspapers and local websites. Smaller community newspapers offer very inexpensive rates when compared to the bigger city or national papers.

You could always call around to local businesses from the yellow pages and ask if they have a website. If you don't want to call you could mail a flyer or postcard.

You could target real estate agents, many agents want their own personal site aside from their company site.

You could also sell your design service on ebay.

Freelancer sites are good for starter, also you can get clients from relevant forums, there are good chances that once you finished a project for a client you get word of mouth and that help you to get more clients.
