With out knowing more specifics, this sometimes means that based on your daily spending limit that you have set, and your number of selected keywords and their associated CPC$, you may not have enough limit (daily or campaign) to realize the approriate click volume that is available (this is assuming your daily / campaign limit is set low). It is usually only a suggestion, but useful to cause re-review of the campaign details. best regards
