    using voucher is un-fair, some countries are banned, but they try to create account with other countries information and continue to ads that harm other business who are paying for Google Adwords.

    My suggestion is instead of banning account, Google should ban URL to stop that cheating

    Coupons are designed to get people and businesses on board. If people neglect them the accounts get banned...can't see why Google would stop the coupons as a incentive?
