Check out The Democratic Peace for some excellent research on how to prevent war. What we have learned in the field is that support from the international community is less than worthless, with the exception of the British Commonwealth. It turns out that we expend more resources coordinating with foreign troops than we get back from the contributions of foreign troops. Worse, coordination difficulties can cause troops in the field to get dead. So, unfortunately, the best that most countries can do is send their well wishes.
