When to sign up for Google Adsense?

I'm trying to create a new site, but here's my dilemma. Do I sign up for Google Adsense right now, or after I make the site?

I'm afraid if I sign up right now, they won't accept me since there is nothing on my site.

If I sign up after I create my site, I may need to redesign or optimize it for Adsense (as I have never used ANY advertising programs before)

What do you guys think is the way to go?

Can I put up a temp placeholder to atleast get approved?

First, build your website, wait until it is atleast 80% completed, this is the method I always use.

What exactly does Google look for when reviewing a site? I am planning on a Proxy site, but will I get approved?

It seems most people get approved for a blog or something, and then use their same account on proxies and other things. Thanks again

Definately don't try to sign up if you don't have a site. Why would they accept you if your site was a "This site is currently under development"' page there ??

Making changes for Adsense isn't too hard. What you can maybe do during your design stage, is to create your pages, with certain sections that are currently empty and in which you will place the Adsense code later.

Just sign up when you have something to show them. It doesn't have to be a website filled with information, just sign up once you've completed the design of your website and published a few pages of content.
