When to negotiate CPM rates?

    I couldn't find anything out there and I'm wondering how much traffic/revenue do you need until you can negotiate a higher CPM?
    I know I will start off small but I would like to know what is a good real CPM rate to reach for? $10? $20?

    I heard about is you need top 5000 alexa rank, some say top 1000

    Getting into alexa top 1000 also seems to be missing impossible to me by looking at the current top 1000 list (webwindow.in/links.html).
