When to negotiate CPM rates?

I couldn't find anything out there and I'm wondering how much traffic/revenue do you need until you can negotiate a higher CPM?
I know I will start off small but I would like to know what is a good real CPM rate to reach for? $10? $20?

i think in CPM the rate depends on how much daily visitors you are having on your site. If you can manage a huge number of visitors then you can definitely have a good CPM rate.

    I agree with websys_seo
An "impression" is the term used to describe when your banner advertisement loads on a website. Most websites only charge $2.00 to $5.00 as the CPM rate
