My question is: When to apply my website for adsense.
And if i have some trrafic on my website can i apply to adsense without being indexed in google?

When it looks good enough that Google will approve it. They have yet to terminate an account for not generating very many pageviews.

Yes, you can apply as long as you have a site to show them. Make sure your site has good unique content and is not running any other contextual advertising programs. Also, while you wait, read the Program Policies on the Google AdSense home page (click "help" top right) or click the link in my signature "RTFM"

I applied when I hadnt even submitted to the SEs. Forget about traffic, I had only 4 pages and hardly any content :p .

I still got approved. Just make sure that there are no broken links or missing pages and the site doesnt appear obviously "under construction".

If the content is not much, make sure that it is atleast original.

You can definitely apply as soon as your site is ready to go live. Even with very little traffic it can be well worth it. One of my new sites got some instant exposure on a TV program, and my traffic sky-rocketed for a few days - I generated almost $300 for those few days... just imagine if I didn't have any Adsense running

I have heard Indian and Chinese publishers have to manage their web or blog for 6 months before applying.
