I voted on "Owner is considered". In these days, I try to know who runs a directory, not anything personal of course. I just need to get an idea of how serious the owner is. I think that's what everyone wants to know before submitting a link, so that you know your investment will come back to you. In some cases, this could be the most important element. I have asked in a thread what factors that make people want to buy a link. Many agreed on the first 2. 1. PR 2. Price On an average, the 3rd one was either design or who the owner is. (Some thought web designing is more important than PR) Nowdays, I think who runs a directory is somewhat more important than 1 & 2.
I would do a SeoMoz check on a site prior to purchasing a link, but I would also factor in the owner as well and how long he has being around DP.

Yes--I do care a lot about who is the owner of the directory only for paid and highly priced directories. But for me--main thing is where will my directory be listed--what PR page and how many links are there. I never care about the owner for Free directories.
It definitely makes a difference knowing the owner is an active and responsible member of these forums, before i came here I found it difficult to even find directories to submit to.
