DotCommerce only allows you to use Paypal from Romania ...if you already have PayPal account.

    There is no big shit.

Let me shed some light why certain countries don`t have access to full paypal services. I will explain it with the case of Slovenia, which is a member of EU.

Last year our country was added to paypal supported countries but we can have a "send money only" accounts and we can`t receive money from others (except refunds and they go to credit card directly). The reason is that any financial institution that wants to perform financial activities in our country has to meet certain criteria (12 if I am not mistaken) imposed by central bank of Slovenia.

Paypal operates via certain banks and these banks can only operate in our financial market if they meet these criteria and if a partnering bank from Slovenia can perform same financial activities in the financial market in the country from which Paypal bank originates. This is called "mutual confirmation" and it`s a long and birocratic process.

I guess this is the case with all new EU members and probably Paypal also doesn`t have interest to offer it`s services in some specific countries. We can`t do nothing but wait, unfortunately.

    cheers

They've finally replied me and told me that I can only use a PayPal to accept payments on my online store. So not very useful.

Before PayPal start expanding into other country’s they should look to spreading the amount of country’s that they offer their protection scheme to (not that that’s worth much anyway).

Romania here too. It's awful. I have to use western union. The only good thing is that I can pay adwords with my visa card through my account. At least that;s something. But we're still limited. We're not thieves or anything. I wish I could use paypal since it would benefit my business.

Can someone please answer this question.

If Romania becomes part of the EU will they get paypal and other payment services which are currently banned.

I currently get all my coding and web design in Romania and the guys are the best on the planet!!!

Maybe we should start a petition and send to paypal

Just go to paypal, and ask.

    They will actually answer you.

    Eventually.

Got to remember, paypal is very leery about the fact that some countries are just known as hacker havens when it comes to credit cards.

the real problem is with our comunist laws! did you knew that we the romans, if we would like to send out money via WIRE transfers, we must to complete a lot of papers, and the international bank transfers are very prohibiten!? all banks are reporting transactions to SRI (kind of CIA , just that CIA don't hunts theyre own people...)
You can't send money via WIRE outside romania so easy! you must to have a duty to that person , or to be a closed relative...very big bu....shxxx

    Paypal is not a scam...okay?
Paypal is owned by ebay and ebay will not let paypal go under or be a scam.
    Now people scam paypal users.
Now people try to scam paypal.

I don't see why paypal doesnt see Romania as a good market place, there are more internet users there than many other eastern european countries.

People don't scam paypal but paypal does scam people; paypal takes as much money as they can. if you have a problem on eaby, and the person u bought your item from doesnt send it, paypal will charge YOU 25 dollars just to get your money back, even if the money is less than 25 in value. Is that scamming? Pretty close

I agree! I have had customers challenge me and they were lying about goods not received as i tracked the parcel.

Maybe it is time someone in Romania setup their own system as i am tired of using scriptlance and western union to pay my colleagues

I think that romania is the reason why paypal is not there, not because of the people. Perhaps taxes, cost of business for paypal, regulations and restrictions. maybe they've tried.

It seems that it can`t come to Romania for 2 reasons:
    1. The fraud rate
    2. The banking system, it`s old style and paypal will have problems with transferring the money

Someone asked about whether Paypal will accept Romania once they are part of the EU and the answer is no. The two are independant of each other.

As far as I know, Romania joining the EU next year is not a given as they have not yet met all the political and economic criteria (although there have been improvements).

As I said though, the two are independant of each other.

Its a nice little petition but I can't see how it would affect Paypal offering their services. There is no doubt they would get tons of business from Romania but that isn't why they don't offer it.

I am from Romania also. But probably Paypal will not be here for another 5 Years. The bad reputation that the Ebay rippers give us the the best reason. Also the economic factor is another reason. Romania is not Slovenia or Czech republic even if the population is much bigger.
