Its something you have to decide. You can do it anytime, but the earlier you do it, the less money you will be making. However you won't lose anything from doing it as soon as possible and it will help motivate you to bring in more traffic.
I'd say that you should be getting at least 50-75 unique hits/day from organic traffic before putting up adsense.
You can place AdSense at any time. But, to start getting revenue immediately, Its better to place when you get 100. UV/Day!
You can put adsense any time you want, but, if you are talking about applying for adsense, then you must have a decent looking site with some good content in it. Traffic is no bar for this.
it's up to you to decide. Some people put ads right away, but some people wait until they get decent amount of traffic. But, for me.. I'll put the ads right away, so the users also get used to it..
If a person visits your site in the early stages and notices ads but not much content then they won't really be impressed and want to join your site. Wait until you have stuff that people are really interested in before you implement ads.

Apply for it now. As others said, there is no need for any visitors before you apply. Then when you do want to put it on you have it ready.
You can put it on at any time. Just if your site is brand new don't expect to make a lot of money. You have to always be building traffic and after a few months or even years you might start to see some money.
