You dont want to submit to them unless you have no other site to link to you. Submitting tends to take a while and generally throws you right in the sandbox

Do you have any proof of your sandbox statement or are you just guessing based on what people are saying?

Try any antibirus or firewall which might be stopping the connection to the page

It would be weird if submitting your URL would lead to the sandbox *effect* (as there really is no true sandbox), as that would mean google would penalize for using a form they put there in the first place.

However, if you have to submit your URL to get listed you won't be high in the serps anyway, so why bother.

Actually submitting to google is not a big deal, since google is a crawler base search engines. So, even if you submit your site but their crawler does not pickup your site you won't be indexed. Submit you site to some human based search engines like ask jeeves or DMOZ and google will list your site(depending on your content) eventually. After you get listed by google you will get listed by other search enginse too like MSN, Yahoo, Lycos, ,Altavista, Metacrawlers and so on.
