No one can give you a definite time frame or the number of links that you would require to get Page Rank or what you can call it Tool Bar Page Rank (TBPR). TBPR is very different to the actual PR and is updated every couple of months.

try to collect 10 to 20 quality one way links and update your blog daily or as per your timing,
