Google's internal page rank for your site is constantly updated; when you look at the toolbar ranking you have no idea how current/accurate it actually is. Having said that, it would be nice to know the PR of my sites.
Nobody really knows. Google's PR update is too erratic. I hope it'll be better and more often this year.
There has been a buzz on the web that the PR for this year has started to update for all sites. Precisely the date mentioned was 4th Jan 2011. Having said that I personally haven't seen any change in the PR of my sites.
All updates are minor updates now... I really don't think sites see anything above a PR0 until they're a year old. Even then, very few pages actually change during these updates.

Why, oh, why, oh, why do people insist on making up silly imaginary schedules for PR updates?? Google hasn't done quarterly updates in 9 months, why would they just start up again out of the blue? All updates since last April have been monthly, a few pages at a time. This is about as frustrating as people who run around claiming that a major update must have been done, because a couple of their pages got updated. As far as I know, just about no site that's come online since the April update has anything above a PR0... Google's mission is clear... to drive everyone completely insane.
