When earnings are final, and where are they submitted?

I've heard that payments can very, and are not final until they are written that way (as final). So after the month ends, where and when are the payments are calculated and noted as final (or as mentioned by few, "A todo payment") ?

I think at the end of every month (dead date like 31st) But I can't confirm that, but i have notices that

 

There is a detailed description of this under "My Account|Payment History" in your AdSense Account. If you hit $100 in the second half of a month, you'll cash out at the end of the following month.

 

First You have to hit $100 . Difficult for beginners .

 

I've reached more then 500$ on my first month, but wasn't a full one though... But I still can't see it in the Payment history. still says nothing there..
