From my understanding using domain name forwarding is accepted on a per advertiser basis. What is the wording that says this is ok when you are viewing links on CJ?

What exactly do you mean by "domain name forwarding"?

I believe that they are talking about when you buy a domain, you can forward it to another domain.

for example I buy thecoolestidea.com and one of my advertiser is coolidea.com so I would redirect my traffic through my site to the coolidea.com's website. this would keep me from having to build a website, but still use the advertisers link that was give to me...

    hope that makes sense.

That's what I figured the OP meant, but wasn't 100% sure. This is not allowed with CJ - it's considered to be a "forced page load" which automatically cookies the user, and is technically against CJ's PSA. There may be certain exceptions, but you'll need to contact CJ directly about that. Use the "Contact Us" link in your account to ask about it.
