When building a website for someone... when do you charge?

I'm preparing to launch my website business but I have a question. When do I charge? If I wait until I've put the site onto a test server for them to see, they could steal the site. Should I only show them jpgs of the site, not a working version until i get the money?

Normally what I do is if it's a small gig, less than $500, I'll get the money at the end. If it's a bigger gig, $1000+, I'll take half up front to know they're in it for the long haul and then half at the end after they're happy.

I also normally show them jpg drafts first, let them pick which one they like, and then start coding it on a server and they can watch the progress and let me know what they like/dislike.
