Frequently, the users may format the hard disk partition accidentally by some error operation, only to realize it much later that some essential file data was not backed up.

When such emergency happened, don't be nervous, the data was not lost.
Now, what you need to do is just stop using the partition at once to avoid the losing data was replaced by the new files, otherwise, the losing data will be never be recovered.

then, a data recovery will be useful for you to get them back!

Nope I think Once you format a drive the data is lost for good. there is no way to get it back.

A partition reformat does make data recovery more difficult, but not impossible in the slightest. Recovery rate depends on the quality of software (or hardware) is used. I've personally recovered some old documents from my previous windows installation just by using data recovery software.

    Data recovery is for losers.

Multiple external (and offsite) backups are for winners.

I know, having a backup is essential.

I too formatted the WRONG drive, due to a corrupt windows showing the wrong drive. Oh well, the data wasn't too important.
