I think that you need to follow your instinct, simple as that might sound. You can´t accept just anyone because they pay for inclusion. The best way to run a directory is to look for value in the sites that are submitted. If you find none, then don´t accept it in. Look at things from the end user´s point of view. If you can´t provide any quality or value for the end user, your directory is worthless and will go downhill eventually.

One tip or thing I would pass on to directory owners is that you should get to know other directory owners. We are after all in the same community and can quite often offer additional advice or help to one another that might not be available to someone we don't know. I guess what I'm trying to say is, Get Out and Network, make friends, and spread any influence you may have.

I want to make money too, but i wont sell my mother, but others doo thats why we have the mess today. Like a very good webmaster told me : "Dont supra estimate the knowledge of your visitors, all good webmaster know their target, and their adds...."
