    make sense, but that would only work for searches right? like a site that contain for phrase "large blue widgets from Jupiter" once but mainly talks about "blue widgets" in general would get a CPC for "blue widgets" right?

    No, I would think that if you were running a contextual ad for a very specific phrase, and that phrase was on the page, there would be a good chance the ad would appear on the page. Google would probably see that as a very relevant ad and increase the chances of showing it.

    probably medical sites... i had a click worth 1.14 on a niche sport site but my average now is $0.05 on all my sites.
