I joined a WP site a while back which allows their members to submit articles, but before getting published it goes to the "Review Section". I've search everywhere including WP.org for this plugin but haven't had any luck yet, NOTE... this plugin isn't called "Submit for Review", I just called it the way I sees it If you know the resource let me know.
If you are logged in from 'Contributer' Account that you will see this button. You can't publish your post directory. See about roles in WP http://codex.wordpress.org/Roles_and_Capabilities
