whats this mean?

We're required to collect tax-related information from all AdSense publishers, including publishers who are based outside of the U.S. , and we're unable to send payment to you until your information has been submitted. So don't skip this
    I am from India and my server not in U.S.
    so i've to submit tax detail or not?

    you don't want to submit tax info there if you select as Indian publisher with INR

    NON-US publishers don't need to submit tax infos..even if your website is hosted in a us based company ...
    Unless you have got a company or you employ people in us., you dont need to do this..
