It's not worth it. Why pay or put effort in getting artificial traffic which will be gone the next day. Your time and resource is much better spent on getting quality content which will help you to achieve your long term goal.
that's a good point, although if it's out of proportion ie. if you have 10k visitors a day and you're a pr1, things might start to look suspicious

Not really, PR is different than the amount of traffic you get. I've seen sites with PR0 get hundreds of visitors a day, and I have a PR5 that gets under 50 visitors a day. PR isn't really based on traffic, it's based on back links and SEO.
I am sure people buy traffic to either sell their site or for other shady reasons.. Blackhat kind off stuff.
There are different methods of buying traffic. While the 1 million visitors for $2 is clearly a non-starter (though lets be honest, we've all tried it in the newbie years) other forms of purchasing traffic can be reliable such as Pay per click (expensive though, and you need to learn how to work it) & Solo ads in reputable ezines to name a couple.
Check their sites first. If they aren't getting much traffic, there's your answer. How can they get you a lot of traffic, when they can't even do it with their own site? There is nothing wrong in buying traffic. You just need to know how to do it. But, first, make sure your site can convert. Get free traffic first to test your site. THEN buy traffic.
I have purchased targeted traffic before and I had a very good experience. I bought 200000 targeted unique visitor. it was delivered in 6 mo. I got approx. 2200-2300 optin. 200 of them paid $50 fee and from that 200 3 purchased. so it was a good move FOR ME. but again I was referred to this company and they had good references.
You could use this kind of traffic for like youtube videos and sites that pay you for page views on the content you give them. Otherwise, i think its pretty kuch worthless
if someone can make a google adwords traffic...i mean where you can buy them packages like to say buy 20 adwords clicks, 50 clicks, 1000 clicks, 3000 clicks dont you think it is worth buying!
So the person selling traffic can make money of course. Seriously, don't buy "traffic." Buy quality advertisements at respectable Websites in your niche. The three major search engines offer PPC options, which will result in quality traffic if done right. The downside is the expense. There are other great places to advertise as well, and the goal should be to get quality/targeted traffic. Hit bots, pop ups/unders, etc. are only useful to inflate Alexa rankings which serves no real use anyway. In this industry, as in most others, you get what you pay for...
