    I am curious...

what is the point of building authority/backlinks to the home page?
I have recently run across a site that has high DA/PA on his home page,
and that is about it; all of his other pages seem to build authority
in a natural manner with little to no SEO efforts, maybe it is because
he has so many pages, I do not know, but it is clear that his SEO
efforts are directed to his home page only....

Does not sound effective; I would think if he wants to be found easy,
and make money, then he would focus on ranking his content...

It is natural for the homepage to gain the most amount of external links. But a good SEO strategy will funnel the link juice to internal pages because obviously you want more than just your homepage to rank.

maybe the person that owns the site does not know good seo practices...
somewhat horrible to have 70k links to your home page (no doubt spam)
then the rest of the site content has no backlinks, no PA, nothing...

but hey, he has high DA for his root...

If you want to increase domain authority (DA), you need to keep the following points in mind.

#1. Earn links from more sites
    #2. Start marketing your content
#3. Not only diversification, but you also need a clean link profile
    #4. Build a well-planned internal link structure
#5. Write epic content and nothing less than that
    #6. Off page SEO
    #7. Social media optimization
#8. Increase user friendliness of your site
#9. Have patience, let your domain grow

Domains don't grow, at least not lengthwise. You need to age them. Keep working on your site patiently and you will see your rankings improving with time

    Good luck to you,

I treasure links to pages other than my home page. Historically, I've found that good content on those inner pages is what draws links naturally to them (and makes them more likely to show up in the search results). If he/she has minimal or even worthless content on the inner pages, that's great for the rest of those competing for viewers in that niche. My Google Analytics shows that my home page gets only 5% of my total clicks. I'm thrilled about that, since it means that 95% of the clicks to my website are to the inner pages, where my main content is.
