I don't think that's a WordPress blog. I couldn't find anything in the sites source code that it was.

I know there are some "tab" wordpress plugins you could find if you search the wordpress plugin page.

It's related posts, which is integrated to the WordPress defaults. The tabs are a matter of theme design.
