What's the name of this type of marketing?

    A few days ago I went to a site that sells watches, let's call it WatchX.com. Now, almost every site I visit I see a banner from WatchX.com. Literally, about 70% of the sites I visit display a banner from this watch site.

    I know this works with cookies, but what's the name of this type of marketing? And how would I be able to integrate this marketing into my website?

    So how does "retargeting" work? And how can I implement it?

    I usually go to an outsourcing site (ie. elance) so more knowledgeable people do this, but I have no idea now to search for an expert that can implement retargeting to our site.

    Google AdSense does this all the time. If you have AdSense on your site, visit, let's say Target.com and voilà, next thing you know is all ads on your site are from Target. I personally think it's retarded. I think it was "hot" a couple years back (in the minds of the engineers who designed that), but truly it's another annoyance that no one needs.
