What's the latest on link exchanges?

I'm familiar with the basics of link exchanges, three way exchanges, etc, and I'm about to get started with promoting a new site. I've been considering paying for links, but I like the idea of free links better. What's the latest on link exchanges? Are they still worth the time for improving search engine placement? What's a good number of links to exchange? Should they be sitewide or on a links page?

Anything else that I am missing would be appreciated - Thanks!

Still worth Link exchange links, you can do 3 way link exchange.

Nobody knows the exact answer. Just use common sense & don't overdo it. It is not good to have only exchanged links; they are a great addition, but you should try focusing on one way links as well - even tho they are harder to come by.

I think link exchanges are better when they are one way. But I think articles are more useful today than link exchanges.
