what's the highest paying pay per click program?

    I'm looking for an affiliate program that will pay for clicks that I bring to their site. I've seen many programs where they pay per click, but if nobody signs up then they reduce your pay per click cost. Are all of them like this?

    What about Google Adsense, YPN, Chitika, etc?

    They pay per click.
