For websites that have been banned or penalized, just wondering:
when u submit a request for reconsideration in google webmasters, does it allow you to make an explanation or is it just a press of a button?

Also do u think they have a 'blacklist' of all the owners of banned websites?

I believe they to keep a good record of banned websites and other information. A few years ago I had to explain what we did wrong and basically let them know it wouldn't be done again.

If you have never done sending Google Re-Inclusion Request - You can submit via Google Webmaster Tools here

I do believe they have recorded everthing about the banned one, including domain ownership. However, I do not think they would ban every websites owned by the same owner just because of his one website got banned. That would be a foolish assumption.

Most probably I have realised that sites or blogs once banned from google dont come up online again, atleast not for a long time.

I recently got a penalty. Think it took about two weeks after submitting the form to getting a message saying that they had looked at the site.
No difference after in my positions and to make it worse, my penalty was because I had been hacked.
Its worth a try if nothing else to try and get back on rack.
    Good luck.

It is highly recommended reading the Google Webmaster guidelines before submitting a re-inclusion request. For example, if the reason behind penalties was some hidden texts on your pages, make sure you edit your pages and make everything working properly and then submit the request.
