    The easiest way is to buy a turnkey script like 'Wallpaper Site Creator' or download a blogging software like 'Wordpress', if you want to make it yourself Dreamweaver is an easy option.

    If you're on a tight budget you can get a free blog, if not just grab some cheap hosting, a domain and wordpress.

    Then get a free template that you like and you've done. Just add unique interesting content and go from there.

    There is always the option to learn HTML and CSS and handcode the sites in a free text editor like notepad. More control over the site and there are plenty of tutorial sites to help you learn the coding. HTML is not difficult to learn.

    If it is you first website, i'd have to say sign up to something like Blogger, its quick easy and free! It all depends what your website will be about really.

    Depends what kind of site you want to build. Usually people start with wordpress. It's easy to use. It has tons of guides and it has minimal problems and hassles.It's highly customizable and relatively cheap to maintain...(free themes ;)) Then when you have more experience after making maybe a couple more sites, you can make your own site from scratch =)

    You can use coffee cup html editor which is free. It will be a lot easier than notepad because it colors the different codes and makes ir easier to read.

    Notepad++ is pretty good too for hand coding. Has syntax highlighting and line numbers. Grab yourself a good book like "Learn to Build your website the right way using HTML and CSS" by Ian Lloyd. (I think that's the right title, I kine of typed it from memory). Once you've got the basics down, start venturing into PHP/MySQL for more dynamic and powerful stuff (or ASP, Perl, etc depending on your preferences)

    Depending on why you want to build a site, what kind of site it is, and whether or not it will be a one-time thing or you actually want to start building websites regularly, any and all of the suggestions are above are worth exploring. I like the control of being able to build my own websites from scratch and make them into what I want them to be, and I'm learning more and more how to do this (using the book I mentioned and other tools), but there are times I have paid others to build sites for me, and used CMSs and WP other times, depending on my needs. So it all really depends on your short-term needs and long-term vision.

    If not then use wordpress no matter u r newbie or experience dev, desinger

    Purchase fantastico deluxe hosting and installing wordpress will be as easy as saying abc don't use any Editor its age of blogging.

    For your first website, I would recommend getting a webhost that has fantastico (almost all of them have it anymore) and installing a Wordpress though it and then finding a good free theme for it; just like everyone before me has stated.

    1. buy a domain ~ $9-15
    2. go design something and have psd2html.com or something similar make the code. ~$175 to $200
    3. buy cheap shared hosting ~ $5 to 10 per month
    4. host your blog on blogger's blogspot and make it a subdomain of your main site.
    5. put a small forum like punbb.
    6. use a small CMS like snews or drupal. bigger sites usually use mambo or joomla.
    7. marketing: get links. go submit to free directories. blog about your site.
