Google Panda -penalize sites with lower quality content and in the process, return sites with high quality content to the top of the results where they belong. Google Penguin - Google Penguin also looks to tackling Black hat SEO techniques that many sites use to increase their search engine ranking. This includes techniques like; Keyword/keyphrases stuffing within content. Comment spamming by including links using the same anchor text. Links from article directories and directory listings. Hello Dear. Google Panda and Penguin they both are the Google crawling. and work motive is same to them. Panda checked your content quality (that was low and high) and how much Unique. and Penguin checked your keyword and link quality, how much relative and which types.
This update is designed to reduce rankings for low-quality sites—sites which are low-value add for users, copy content from other websites or sites that are just not very useful. This Update was designed to remove/down the websites from index which were doing much more that white hat optimization like creating too many low quality backlinks, use of aggressive exact match anchor text, overuse of exact match domains, blog spam and low quality article marketing, keyword stuffing etc...

Panda is about content and Penguin is about backlinks. IMHO both are simply to force the little guy to pay for advertising (adwords)
