What's the best way to send money and receive money to china?

Paypal? Someone told me that the paypal systems are separated and one can only send money to Chinese banks, which charges a sizable fee. Could someone clarify on this?

Ikubo charges $8 for $100, and 12.5 for $250. Since most of my transactions are probably lower than $100, it doen't seem like the best solution.

Does anyone else know some alternatives? Thanks in advance.

Open a bank account with 'Bank of China' to T/T money into China, or Western Union.
Open Paypal Int'l Account to pay out of China
