You can buy a domain and hosting at GoDaddy. Download WordPress and install it on the server. Install All-In-One-SEO plugin for WordPress Start blogging Also, get the auto generate sitemap.xml for it and add your sitemap.xml link into your robots.txt file.
I have used both DreamHost and Bluehost. Both are good companies and Wordpress actually recommends both of them. Personally, I've had a better experience with Bluehost. They have top notch 24/7 customer service, and you can actually talk to a customer service rep on the phone. Dreamhost only offers customer support via email. I also like Bluehost's control panel more, it's very user friendly and has ton's of options.
you can run wordpress blog on practically any server these days. but having a PHP host with fantastico can make your life lot easier. its not that hard to setup the SQL database on the server and configure your wordpress with database info, but fantastico auto install for wordpress makes your life lot easier as it installs and setup wordpress on the server without you having to setup the database manually. godaddy doesn;t offer fantastico and if you are to host your wordpress site with godaddy, you need to setup wordpress manually yourself including the database. bluehost is better in my opinion for wordpress hosting. in terms of domain, i prefer 1and1 as they allow free domain privacy for which godaddy charges $8.99 i think. for more info, you can read the wordpress hosting review
