    Surely CPC is too low, I need your proper advice.

    Your site doesn't load fast enough for me (I am in the US). That could be one of the issues why your CTR is low. People come, don't want to wait for your site to load up and so they leave. Check the bounce rate for the site in alexa. If it's more than 30% - that could be a telltale of what's going on.
