With a proxy site, you need a server that is set up for proxies. Cheap will piss you off when you get slow or no page loads.
Spend the extra couple dollars and get quality your users will be happier and come back day after day.

Hell Try IwhiC.Com when I owned it we had great proxy servers. I know the hosting well and there proxy accounts seem to be happy with the service still.
