Well, the best format for grafic would depend on what you are using it for, .jpg for common digital pictures, .png for transparent images, and .gif for animations.

png is one of the best format. But you must have all kind of image formats. Because some time you want to edit your original image, you need raw format like psd. But png is best to use transparent images ,video editing and quality image making.

PNG is lossless AND best compressed. As for animated stuff - soon enough you'll see APNG owning the ol' GIF.

PNG, definitely. It is powerful like GIF (like transparent backgrounds), but GIF is owned, so, potentially the owner could show up and make lawsuits and such. Forgot who owns it. Think it was one of the early ones like Compuserve or AOL. Anyhow, PNG is open and free (as the Internet was intended to be) and also powerful. JPG uses an algorithm where it loses some of the quality to reduce the file size. Not sure about anything else on JPG than that ;-)

Its always depend for which purpose you are using. You can set that by DPI also. Or you can go wit the type of file. Like if you are having a transparent background of the image then i suggest you to go with "PNG" if you are having a some background then i will suggest you to go with JPEG, if you have some animation in the image then GIF.
If you are using this for web design then it will give you a good sense for light weight website. I think you must keep the size of the image as below as possible.

I would tend to always go with JPEG as windows likes it and its very versatile, pretty much any non tech savvy person knows what a jpeg is.

This is a matter of what type of background you're using. PNG fits well for transparent backgrounds, JPG for non transparent images, GIF for animations ( I do not use this at all)
