A little confused by your question. Were you looking for a free web host? Or just a free Web Building software? Or both? I'm not sure if you can get a free web host with a free web builder without any strings attached. The company wouldn't have a reason to provide the free service otherwise. But if you're looking for a free web building software, you could use CoffeeCup or NVU. I've used NVU before and it's not bad but my personal preference would be to just create the website with coding.
