Ezinearticles is rather fast, provided you submit during the weekday. Goarticles is very fast. Articlealley approves within a week, usually 3 days. Articledashboard is quite slow.

 

GoArticles.com isn't bad.

 

Ezinearticles is probably best, but don't try to spam them they actually monitor content.
