What's the best amount of links to get per day/week for a new site

I've got a new site, the domains 2 years old but it's not had content on since 2008 and the content was different than what I have now added. Ive been indexed by Google but only have 1 couple of backlinks. I want to start looking for quality one way back links to the site, preferably from related content. I was wondering if there's any guidlines you can advise me on so that I don't go overboard and get penalised by Google. What would you recommend as a good number of backlinks to look for per week or day?

There are many ways to get one way links with anchor link relate to your content: web directories, publishing articles to article websites, blog comments, forums post

Generally speaking, the more quality links you have the higher your site will rank. Unless you are adding hundreds of links a day, I don't think there is any reason to worry about how many links you are adding on a daily basis.

To add to this, I've seen a site go from less than 100 links to over 3200 in 10 days and rankings went way up so don't think there's any penalty.

I find this hard to believe....I had a site with very few backlinks......I added about 2k in one month and got a 3 month penalty.....I bet the Google Slap occurs based on the percentage of backlinks increased over a months time.

I'm planning on using the services of an SEO company to create quality one way links from PR2-5 sites. They charge per link price goes up dependant on PR. I'm thinking of getting them to create 20 per week for the first month then up it to 30 per week so I dont get penalised but if I can do more without risk of Google penalising me then this would be ideal. Has anyone heard of Google penalising you for creating 100 backlinks per week?
