Whats the best affiliate program out there that pays per click and can pay via paypal?

Bidvertiser pays by paypal. Not the best program, but you can try it.

Also check out Fastclick. Sharesale and Clickxchange have several PPC offers as well. I hope it will come in handy.

 

adbrite and bidvertiser should be checked if you are not into adsense... if you have a content based site instead of images or movies, etc. you should also try infolinks and kontera
