    I dont think any are straight up do follow. I know Digg and Squidoo arent anymore. And I think Hub pages only activates your account as do follow after you have been there for a while.

    "Best" isn't quite that simple. It depends on your niche (Digg is not really useful for anyone outside the tech and news subjects, for example) and on how you plan to use the site.
