    It's the magical and MYSTICAL number assigned by Google of a site's worth and it doesn't mean jack if you aren't making money and ranked at the top for money making keywords. I have sites with PR2 that make money and I have associates who have sites that are PR0 and PR1 that rank at the top of the SERPS for highly searched for terms. I personally don't put so much significance in it as many of the gurus do.

    higher is your site's PR if more people link to your site

    so google likes your site that much...and votes/rates your website with 4 out of 10 points...

    Spot on there. You can have a PR 6 site and not have many visitors, while a PR 1 website could have many more visitors and earn alot more money.

    Moral of the story is that you shouldnt care too much about the actual assigned figure i.e. PR 4. and more about building backlinks and quality content from relevant good quality sites.

    Time and Effort will help you get there..

    Something which evades me on a regular basis :)

    I look at PR all the time (google toolbar on my Firefox) but I always take it only as a very, very rough indicator of the site's popularity.

    the higher your pr is, the more incoming links the page receives. PR4 is actually a quality page, not bad at all.
