According to me if you are targeting small business in a city then social media is a cheap & best option. But if you are targeting city & small towns both then you should consider print media also. And according to me in the starting stage you should invest 60% on social media and remaining 40% on print media.

In my opinion nowadays social media is a MUST for any size of business. You can implement print media but you can't leave social media out of the equation
That would entirely depend on the people you are marketing to. However a huge benefit to all online marketing and social media campaigns is measurability.
