This is the second Google PR update that they only seen to have given Rank to new pages that were previously unranked. Before you all start yeah I know PR means nothing, but thats not the way one of the owners of the site I work on see's it I suppose it is a final word from Google he must see it. I personally dont care for PR if the site ranks well in serch term and the traffic is showing good results thats what matter.
PageRank is always changing - visible pagerank didn't always change. It may be greater integration with their toolbar to reflect pagerank more accurately rather than periodically like it had been before (3-4 months between updates and making PR practically pointless in most peoples eyes). Google could be looking to try and make PageRank a more influential factor for their own advertising gains and working it in with their overall quality score algorithm...
Yeah I know that PR is aways being updated but the toolbar PR is only 3-4 months but why have they not done a complete update for so long? Only new pages seem to be getting new PR scores old ones just stay as they were. As I say it did this in the last update 4 months ago.
results are based on incoming urls, and page seo. PR is updated once in a while and it's based on incoming links
Guys why do you feel you need to tell me the obvious? I know how it works I am just hacked off that the last 2 updates have not worked how they have in the past they only seem to have updated PR on pages that previously had none, any pages with PR already have not changed in over 8 months now that I have seen anyways.
Perhaps a real PR update and export is not practical until problems with spam sites, deindexing and supplemental results are resolved first...if the underlying data being used for calculating PR is flawed the results probably don't look too good.

Second PR update as in the second one to go wrong as I see it anyways. There was one back in April and now as you say the one that sarted in July.
I'd say that's pretty close... add to it the fact that Google currently has their hands full writing blog entries denying that their search engine is mucked...
i would say PR is now hard to get many publishers plan now use PR to accept or decline the site applying. back then in 1 months a super dead forum could get at lease 1 or 2 page rank. but now a new forum with plenty of visitors wouldnt get PR that easily.
